A set of 15 sentinel indicators were identified to measure progress in commitment/engagement and capacity outcomes across five domains that are expected to support sustainability. Data were gathered from the HPN implementing partners state governments, and a 2021 health facility assessment and 2022 organizational network analysis conducted by D4I.
